Kid Quantum does a lot of swearing when she gets the heads up from Wash. She literally does not have the time for this nass, but here it is, right on top of her already-overfull plate.
In this particular case, Tracer is effectively a speedster, so instead of trying to hunt her down in person, Kid Quantum flicks through the security feeds, looking for one or both of the women in question. She finds them on the Obs Deck, but the fight is over before she can send anyone to break it up.
Okay. Fine.
She fires off a message to the Hub so that the Kwai know not to take Tracer off of Legion World, and to the ship pilots so that they know the same. If she hauls Tracer in now, she's going to say something she'll probably regret, and she needs to talk to Widowmaker first anyway.
What a sprocking fun couple of hours this is going to be.

The door closes behind her and she finishes closing the distance. Nervous energy keeps her from taking a seat. Lena doesn't bother to speak again, and instead glances awkwardly over at Kid Quantum's scrutinization of her omnicom.

"I don't," is how she chooses to reply, admonished but slightly defensive.

"Last time I 'esitated for proper authorities who were supposed to be takin' care of 'er, and someone died," Lena replies, unable to keep the bitterness out of her voice. "And I'll take a handful of disrespect if it prevents it again."
In spite of her conviction, she folds her arms underneath her accelerator and shifts uncomfortably. "'sides, I barely touched 'er. I don't kill people."
At least, not without exhausting every other avenue.

"Look, that's not how we do things here. If you thought there was an active security breach, you should've called for backup anyway -- to watch your back, too."
She takes in a deep breath and lets it out.
"But in this case, yes, we are accepting her help. We need all the help we can get." She sits back down in her chair, looking at Tracer from across her desk. "And yes, you have a right to distrust her. I don't trust her any farther than I can kick her."
She raises her eyebrows slightly.
"Which is why I want her close. Even if we arrested her, UP law wouldn't prosecute. Our jurisdiction laws are pretty concrete, because of our dealings with other galactic governments. It's better that she's here, under our watchful eye, instead of running around in the pre-potential-apocalypse as a free agent doing who knows what."
Kid Q taps her index finger on her desk.
"At all times, I want her drowning in Legionnaires. Same with Reaper. I've got my eye on him, too."

She doesn't like it. Really, there's no winning solution if nobody is willing to lock them down -- she doesn't miss the notation about Reaper, and that's what causes her to finally unfold her arms. He wasn't to be dismissed -- if anything, he was more dangerous than Widowmaker, as he was seemingly invincible.
"Her target was a pacifist -- one of the few standin' between another war on Earth. So you can understand why I didn't call, when everyone else's more interested in arguin' intent on it, and givin' 'er the benefit of the doubt," Tracer offers, exhaling through her nose. But the idea that the person in charge at least seems to have her head screwed on straight encourages her to back down.
"Anyway...message received."

"So far, you've been a tremendous asset to the team, and cooperated well with your teammates. You can't just throw that out the airlock the second something comes up that worries you. Things won't work if you trust your teammates one second, and stop the next -- and this does come down to trusting them."
She gives her a sympathetic look.
"You have good reason to not trust her, and I know when it comes to you trusting me, and anyone in charge here, that it has to be earned. But next time, try not to forget that nobody on this team will just stand there and let her hurt the innocent, okay?"
A pause.
"Except, again, maybe Reaper. Everyone else, though, you have less to worry about."
She adds, "If at any point you are too uncomfortable to work with her -- which would be understandable, given what she's done -- let me know, and I can keep you apart. But truth be told, if you can handle it, I'd be a lot more comfortable knowing you're keeping an eye on her -- if you can keep your cool. Especially as we get closer to all this being over. I'd like to know that when this ends, when we get you all back to your worlds, that maybe somebody can get her to the proper authorities in your universe."
She finishes, "Can I count on you for that?"

"I'm the only choice for that," Lena offers pointedly. Maybe too pointedly. "...ma'am."
Regardless of whether or not it was her assigned duty, there was no way she'd be taking her eyes off Widowmaker or Reaper. It wasn't a question if they would snap, it was just when.
