Well. This is a familiar feeling. Different office, different superior, but a disciplinary "talk" is fairly universal.
... alright, maybe that's a bad choice of words considering he's not in the same universe, but the point is he's done this dance before. Not exactly often - he wasn't getting written up left and right at C-Sec despite playing a little loose with the rules - but enough that he's not all that nervous about how this will shake out.
He knows that he's stepped in it, and he's willing to face the music and accept whatever punishment comes down the pipe. He'd made his peace with that the moment he'd smashed his knee into Rico's chin. The Legion may be colorful and strange, but they're still a law enforcement body. Having cops fighting each other isn't a good look, and while Garrus may not exactly feel bad about putting his hands on Rico given the circumstances, he recognizes the problem.
So yes, he understands that this is an issue, and he's willing to accept responsibility for his part in things without complaint. His only real concern here is making sure that they come down on Rico hard. Maybe that's something he shouldn't worry about considering the fight started because Rico was threatening a child with a nightstick, but his time in C-Sec didn't leave him with much faith in bureaucracy.
But the Legion seems different. Closer to actually being the good guys. Hopefully they'll prove him wrong.
Either way, he waits outside of Kid Quantum's office until the door slides open. He enters the room, stops in front of the desk.
"Archangel checking in as requested, sir."

Reviewing security footage and yelling at Legionnaires to shape up isn't how Kid Quantum wanted to spend her day, but like the old saying goes, you can't always get what you want. She folds her hands on her desk and nods toward the chairs on Archangel's side of her desk.
"You can take a seat, if you'd prefer."

"I'll stand if it's all the same," He replies. "Old habits."
It was a military thing - at least among turians, and maybe humans as well, but his only reference is the most unconventional Alliance ship in the fleet - to stand at attention for superior officers. Especially when you're about to be chewed out, which he was fairly certain was the course things would follow.

Kid Quantum takes a deep breath and lets it out, folding her hands on her desk.
"All right, report. Tell me your side of what happened."

Garrus pauses for a beat to let that one sink in.
"Arbitrator tried to wave around his authority from back home, but it didn't go over all that well with Paper Boy. A badge from back home doesn't mean much here, and even if it did, it's intimidation. The kid just saw a bully throwing his weight around and called him out on it. He turned one of his little slips of paper into a caricature and had it march around." Garrus says, taking a hand out from behind his back and walking his fingers across the open air.
"What set Arbitrator off is the fact that it got a laugh out of the crowd. As soon as that happened, Arbitrator lost his cool completely. He'd already had his nightstick out, but that's when he decided to use it."
