Considering how self-righteously he'd faced everything else here, he'd half-thought that he'd make an issue out of it when things turned against him. Maybe that same, unwavering belief that he actually was the embodiment of justice was letting him walk out of here with his head held high - confident that this would turn out his way. It would certainly explain the smugness plastered across Rico's bloodied face.
Garrus meets Rico's eyes as the latter swaggers past, but doesn't react more than a slight twitch of his mandibles. If Rico was trying to piss him off, it was working, but Garrus wasn't going to give him the satisfaction.
