Rico doesn't even mind the lecturing tone, for once. He's completely, obviously riveted by her words. Seeing her state this all so candidly makes him feel conflicted, but also strangely resentful. That it was possible, if he were more self-assured, more willing to face the consequences of doing so. Of course, he wouldn't put it half so politely.
"And you're on the Council." he says slowly, in a wondering tone, almost to himself. He wants to burst out into laughter at the thought of it, but enough of the strange calm from before stays that he doesn't. "I can't even drokking believe this."
And he's aware that he's letting on more than he should, and some instinct in the back of his head is telling him to shut his trap. She can say this, but no matter how much of a chord her words ring in him, she likely wouldn't look too favorably on the blackmail, his extra-judicial relations, criminal consortions, or the failed heist at The Herc. "It's certainly the first I've heard of it. But if I were to say that I might agree with you? Say that this system, as it is - is flawed?"
