He'd had an inkling of what could be sympathy for the cits that bought into the Justice Departments rule to the point where they'd report themselves for every single possible action that they took. They never had the opportunity to know anything else. Most of the time it just clogged up the lines, and if what they were self-reporting wasn't a crime, they were usually charged with wasting Justice Department time. What a sick joke. But Kubo wasn't the same, not at drokking all.
